Fails if the target is already under this effect, if it has not made a move, if the move has 0 PP, or if the move is Assist, Blazing Torque, Combat Torque, Copycat, Dynamax Cannon, Encore, Magical Torque, Me First, Metronome, Mimic, Mirror Move, Nature Power, Noxious Torque, Sketch, Sleep Talk, Struggle, Transform, or Wicked Torque.

49 Pokémon legal in this regulation can learn Encore at all, against the 31 that actually bring it. The gap is the interesting number: it is the set of Pokémon that have the option and decline it. The most-played of those are Annihilape, Dragonite, Gallade, Primarina, Samurott-Hisui and Palafin — each of them measured on the ladder, each of them leaving this move on the shelf.
